Living at E.Speed: A Look at Egypt's E.Readiness

The chapter examines the link between changes in communication patterns, “the IT (information technology) revolution”, and the resulting changes in ways of life, defined here as “living at e.speed.” It further argues that participation in the IT revolution is dependent upon ability to live at e.speed. The main focus of this chapter is an assessment of the prospects for an IT revolution in Egypt, based upon analysis of the degree to which the Egyptian population lives at e.speed. The chapter is divided into two sections. The first attempts to define what it means to live at e.speed and the factors that encourage or enable the e.speed lifestyle, as well as providing some analysis of the selective incentives or disincentives for living life at e.speed. The second section focuses upon prospects for an IT revolution in Egypt. Lastly, the chapter concludes by assessing the costs and benefits of living or not living at e.speed, and providing some potential policy directions.
